Framework
One
of the principle concepts behind the creation of the America's Job Link
Alliance was created a framework to allow states to accept, modify and
implement systems built and tested by others, thereby greatly reducing
development risk. In return, states agree to share modules and programs
they have developed as well as any modifications and enhancements made
to the core products.
The
core America's Job Link system built by Accenture has already been implemented
in Ohio as their Ohio Works system. From there, the Kansas Department
of Human Resources adapted and enhanced the software and deployed it in
Kansas as the Kansas Job Link system. Implementation plans are being made
now to customize and install the system-in part or in whole-in most of
the remaining America's Job Link Alliance states.
To
date, members of the Alliance are able to select from a menu of already
developed modules and features including:

Insurance applications
- Skill
matching
- Reporting
- Labor
market information
- Resume

- Service
provider registry
The
America's Job Link Alliance approach has already proven to be effective
and efficient. After initial development costs were paid by Ohio, Kansas
was able to implement the system statewide in just over four months. Additionally,
other states implementing the system are expected to realize equally impressive
times savings.
